Like most rural communities in BC where real estate prices have soared, Denman Island — with 46% land in Agricultural Land Reserve (ALR) — needs solutions to support its low-income residents, restore population diversity, retain the integrity of ALR and increase farm viability. To be viable, farming on Denman Island requires something other than industrial farming. This project would assume the need for a more traditional style of farming and the associated need for additional, affordable residential accommodation. The major hurdle to innovative, rural affordable housing solutions is the Agricultural Land Commission’s (ALC) policy that a parcel in the ALR must be limited to one dwelling (under limited conditions, a manufactured home — a trailer with a serial number — might be permitted). However, the ALC mandate is to support farm families and enhance the integrity and sustainability of agriculture in BC and the Ministry of Agriculture and Lands has recently directed the ALC “to be a pro-active planning organization to address local planning topics and emerging issues affecting agriculture”; thus an opportunity for dialogue exists.


The Rural Affordable Housing Project would enable DCLTA, via a qualified professional, to engage the ALC and its staff in discussions to develop objectives and guidelines and to explore farm plan models which would a) support the creation of long-term affordable housing, b) help preserve farm land, c) revitalize farms and d) strengthen local food security. The Islands Trust, responsible for land use planning on Denman Island and other Gulf Islands, would be kept informed and invited to participate in the discussions.
